Understanding the CIW Ratings System for Home Care

In 2024, Care Inspectorate Wales (CIW) began rolling out a formal ratings system for regulated care providers across Wales, including domiciliary support services. From April 2025, it became a requirement for all providers to display their published ratings clearly, helping families and service users make more informed choices when selecting care.

At Ultra Care Health Professionals, we support this development. We believe transparency improves accountability and helps people access the quality support they deserve.

What Do CIW Ratings Involve?

CIW is the official body responsible for inspecting and regulating social care services in Wales. Their inspection reports now include public ratings across four key areas:

  • Well-being

  • Care and support

  • Leadership and management

  • Environment (where applicable)

Each service is rated as Excellent, Good, Requires Improvement or Poor, based on evidence gathered during inspection. These ratings are available online, helping people find reliable care options more easily.

You can explore the official inspection framework on the Care Inspectorate Wales ratings guide.

What CIW Ratings Mean for Families

The CIW ratings system is a valuable tool for families choosing a home care provider. It offers objective, third-party insight that goes beyond marketing claims.

When comparing providers, consider the following:

  • Check the CIW rating and date of the last inspection

  • Review any follow-up actions noted by the inspector

  • Ask providers how they maintain or improve quality

  • Seek client feedback, reviews or testimonials
